[debian-mysql] Bug#886853: Bug#886853: mariadb-plugin-rocksdb, rocksdb-tools: both ship /usr/bin/sst_dump

I have filed this upstream as well: https://jira.mariadb.org/browse/MDEV-14918

MariaDB RocksDB engine could start using this sst_dump binary when it
is available from rocksdb-tools. Currently it is still only in
experimental though.
