[debian-mysql] Bug#888956: dep8 tests regressed by removal of mariadb-test

Commit 27202e3 regressed dep8 tests in buster since debian/tests/control
declares a dependency on mariadb-test but this binary is no longer being
produced.

This is a mistake, IMHO, until mariadb-10.1 is removed from testing,
since mariadb-10.1 can no longer be maintained for quality in testing as
long as the dep8 tests are broken.

Or, if you really intend for this to be the case, then please at least
remove the broken test from debian/tests/ to get us green again, so the
smoke test is at least useful.
