This is incorrect. MySQL and MariaDB packaging correctly integrates with
debconf. If you don't know how to use debconf to achieve unattended
installs, then please read up the documentation on that. If there's a
bug in the implementation which causes it not to work, then please file
a full bug report on that.

If you need to set up MySQL or MariaDB to permit a non-privileged user
to access the database, then you can use sudo (or equivalent) to set
that up, just like anything else on a Debian system. You can certainly
script that for unattended installation, too.
