I think you are missing the main issue here, no one wants to upload a
new mariadb version. We are just asking you to add an epoch to
mariadb-connect-c NOW as it does not have to wait for mariadb 10.3
upload (and which you cannot avoid even after 10.3 is uploaded as
explained earlier).

This will help make neko build-able again and will unblock mbedtls
transition. Hopefully that will clear way for libgit2 transition (which
I'm interested in as that is blocking gitlab via ruby-rugged).
