[debian-mysql] Core packages for MySQL/MariaDB

Hi Otto,

I'm working on the 8.0 packaging, and in 5.7 we had various binary files 
spread out over the mysql-server-5.7 and mysql-server-core-5.7 packages. 
I'd like to move everything to the core package so it has all 
functionality available. So the mysql-server-8.0 package would just have 
"extras", config, services etc.

It would be good to coordinate this so we don't have to have conflicts 
between all the packages, so do you have any thoughts about this?
