[debian-mysql] Bug#910471: Please drop usage of _SYSTEMCTL_SKIP_REDIRECT from init script

The init script /etc/init.d/garb uses
_SYSTEMCTL_SKIP_REDIRECT=true

This is an internal implementation detail of the systemd LSB hook and
should not be set in init scripts.

As a matter of fact, this variable was renamed in the mean time.

Please drop it in a future upload.
