Upstream default value for 'collation_server' is 'latin1_swedish_ci':

In Debian we have 'utf8mb4_general_ci' in
https://salsa.debian.org/mariadb-team/mariadb-10.3/blob/master/debian/additions/mariadb.conf.d/50-server.cnf#L105

This topic needs more discussion before we make any changes to the
default values in Debian. Hopefully we could avoid deviating from
upstream and get these changes in upstream and globally changed.
