This is not per se a packaing bug. Good that you also reported it upstream.

This issues hardly justifies a 'critical', so I am changing severity
back to normal. Debian has never shipped 10.2, you can work-around the
issue by using a matching mysqldump and server version (all server
installs have the mysqldump for that version anyway, right?) and
upstream isn't quite sure if this is a use case they even intend to
support.

Let's keep this issue open in Debian to track what upstream does about it.
