At the time of the failed upgrade /etc/mysql/my.cnf was the active 
configuration file and also the only file I edited (not a symlink). In 
/etc/mysql/mariadb.conf.d existed an inert configuration file, but without any 
plugin settings.

I changed the configuration and all the configuration files are now located at 
the default/recommended places within the directory tree.
