Funny. No results from source package with '$ grep -rF p.ci *'.

And steps to reproduce is simply 'apt install mariadb-server-10.3' ?

I cannot reproduce that on any of my test systems. Naturally also CI
tested that and other install/upgrade scenarios and all passed:
