Michael,
I have just realized that MDEV-15526 is closed because the problem is
resolved on 10.4 (by not deploying mysql sysv init script if systemd is
detected on post-installation), but problem still exist on 10.3.

So disabling mariadb service does not disable mariadb after a reboot
when using systemctl command.

As a reminder here are the steps:
| $ sudo apt install mariadb-server-10.3
| $ sudo systemctl status mariadb
--> mariadb is up
| $ sudo systemctl stop mariadb
| $ sudo systemctl disable mariadb
--> mariadb is down
| $ sudo reboot
--> mariadb is up again

So this makes your report even more legitimate as shipping symlinks in
the package and removing aliases would resolve this problem.

I will see with Otto and MariaDB Foundation how to correct this (should
it be done directly on Debian packaging or upstream).
