10.1 uses libmysqlclient from the server repository,
10.3 uses MariaDB Conector C. Even if symptoms are similar, it'll be a
different bug, because the codebase is totally separate.

In 10.1 it was *probably* caused by https://jira.mariadb.org/browse/MDEV-13208
where I added libmariadbclient_18 version nodes to libmysqlclient to
cope with Debian renaming libmysqlclient->libmariadbclient.

I didn't do anything with libmysqlclient_18, so the bug must be
somewhere in your (Otto's) renaming scripts. I would speculate that when you
rename libmysqlclient->libmariadbclient, you also rename version nodes
unless libmariadbclient* nodes already exist. Before MDEV-13208 they
didn't exist, now they do.
