Good news: There's a preliminary patch in the upstream issue:

https://github.com/perl5-dbi/DBD-mysql/pull/308
which seems to work for the Debian package.

I've pushed this to salsa but I'd like to wait a day or two and see
of the PR gets merged and/or if other solutions arise (there's a
second patch around, and also a MariaDB bug report:
https://jira.mariadb.org/browse/MDEV-18823 )
