[debian-mysql] Mariadb 10.3 RocksDB testsuite fix for s390x

Hello,
What's the value of DEB_HOST_ARCH_BITS for s390x ?
If there wasn't issues with s390x before, what's the purpose of
ifeq (32,$(DEB_HOST_ARCH_BITS))
CMAKEFLAGS += -DWITHOUT_ROCKSDB=true
endif
in debian/rules ?
