I am not able to reproduce the 404 you are talking about on a fresh
Stretch installation, are you sure that your apt cache is up to date or
that you are using default apt preferences?

This is what I have just tested successfully:
| docker run -t debian:stretch /bin/bash -c "apt update && apt --assume-yes install default-libmysqlclient-dev"
