[debian-mysql] Bug#977137: Bug#977137: mariadb-server: Mariadb-server kept back on apt upgrade

Hi Otto,

Note this is on apt upgrade. On apt dist-upgrade it works fine. But
most others packages are fine with just upgrade.

I installed Debian 10, changed buster to testing in sources.list and
ran apt upgrade.
