The bug submission has a shell script attached.

$ ./mysql_config_generator.sh debian/libmariadb-dev/usr/bin/mariadb_config > debian/mariadb_config.new
$ chmod +x debian/mariadb_config.new
$ mv debian/mariadb_config.new debian/libmariadb-dev/usr/bin/mariadb_config
$

Of course, doing so breaks cross building mariadb itself. However that's
known to be broken due to #707750, which hasn't shown any progress in 6
years and likely won't show any progress in the next 6 years.
