[debian-mysql] package libmariadb-dev is not Multi-arch

Hello,

I've been trying to put together a debian Multi-arch Docker container that is a cross
platform toolkit, at release Bullseye.  Because libmariadb-deb is not Multi-arch, I am
unable to get the various desired architectures into the image concurrently.

Is this something that you can put on your to do list please?
