I can NOT reproduce the issue in Bullseye! :)

FWIW, I took a snapshot of my current server; removed the workaround and 
upgraded to bullseye. I rebooted 5 or six times and MariaDB restarted 
cleanly every time! :)

Following that, on the off chance that there may be some service file 
change that helps, I tried pulling the newer service file into my 
original Buster server. I had to tweak it a little to get it to play 
nice with the older systemd. But after doing that, the issue is back 
again. :(

So a 1 second pre-start sleep it is until Bullseye...
