[debian-mysql] New MariaDB 10.5 and 10.3 for Debian and Ubuntu pending

Hello!

There are no entries at https://release.debian.org/ about the next
stable update dates. If it won't happen until October, there might be
new MariaDB updates available by then, so I am not sure if I want to
put in potentially unnecessary work into preparing updates in vain.

I did a stable update request for 10.3.30 in July and later updated it
to 10.3.31 in August but no response from stable update maintainers so
far: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=991221

If you want to have 10.3.31 and 10.5.12 as security updates, I can
prepare them in a couple of days for you.
