[debian-mysql] New MariaDB 10.5 and 10.3 for Debian and Ubuntu pending

Am I allowed to upload to proposed-updates without any kind of
acknowledgement from the release team on the stable update bug report?

Just checked https://www.debian.org/doc/manuals/developers-reference/pkgs.html#upload-stable,
still says
"[file bug report ...] to the stable release managers, and await a
request to upload"

Currently 10.3.31 is sitting on
https://salsa.debian.org/mariadb-team/mariadb-10.3/-/tree/buster
without any uploads.
