[debian-mysql] MariaDB upgrades for Debian/Ubuntu pending: request for review and contribtions

Hello!

I have prepared the latest batch of MariaDB upgrades for Debian and
Ubuntu, and I they pass Salsa-CI and Launchpad builds without errors:

MariaDB 10.6 uses now a new repo naming scheme:
https://salsa.debian.org/mariadb-team/mariadb-server/-/pipelines
..and due to https://bugs.launchpad.net/launchpad/+bug/1943292 the
10.6 builds don't work on Launchpad
https://launchpad.net/~mysql-ubuntu/+archive/ubuntu/mariadb-10.6/+builds?build_text=&build_state=all

If somebody wants to
- give a general review (=read commits) it would be great
- add some additional fixes that should be included in this batch of uploads
