These systems have been around for a very long time (since lenny IIRC),
when the MySQL/MariaDB packages switched from password access to socket
it broke several use cases like external access with MySQL Workbench as
used by some of my colleagues, replication monitoring checks, etc.

Hence password access is still used on those systems, and debian.cnf is
updated accordingly.

The root account is not removed, just modified to use a password. Like
it did for many years by default.
