[debian-mysql] Finalize mariadb-10.6 1:10.6.7-2ubuntu1

Hi Otto,
I just verified that 1:10.6.7-2ubuntu1 is identical to 1:10.6.7-3~exp1
except Ubuntu metadata and without the ~exp1 label, so there is nothing
to submit.
I asked in #ubuntu-release yesterday:

I don't understand and haven't looked into why ppc64el failed for
1:10.6.7-3~exp1 on the Debian buildd, but 1:10.6.7-2ubuntu1 (so the same
source tree) succeeded in Ubuntu. Maybe there's some difference in the
build dependencies.
Anyway for Ubuntu it'd fine if you were to upload 1:10.6.7-3 to Debian
with no other changes.
