Hi Otto,

As Robie noted, there are no changes of consequence, just a minor version
renumbering in case that version really made it to a stable release.  It would
be synced already except there was a bit of waiting for autopkgtest to settle.

I am 100% behind submitting fixes.  Both from a community benefit standpoint,
and also with the desire to minimize Ubuntu deltas.

The impetus for this upload was making further progress on openssl 1.1 -> 3.

If you'd like to discuss further, email or IRC (dbungert on libera & oftc) are
both fine.
