>From Ubuntu's end, what matters are the changes going in after Ubuntu's
feature freeze, rather than upstream version labels. If the changes are
feature changes or otherwise change behaviour in some way then they
aren't compliant with the freeze; if they are bugfixes then they are
fine. Changes to the version number itself or beta/rc/final labels are
immaterial.

Exceptions can be requested from the Ubuntu release team.
