[debian-mysql] MariaDB 10.11.6-1 ready for upload to Debian unstable

Hi!

I prepared the latest MariaDB Server 10.11 series for upload to Debian
unstable. MR for some additional tweaks up at
https://salsa.debian.org/mariadb-team/mariadb-server/-/merge_requests/59

Now is a good time to submit new MRs if somebody wants to have
additional commits included on the debian/latest branch before I
proceed to upload it.

Summary of current status with 10.11.5-3 at
https://tracker.debian.org/pkg/mariadb as usual.

Test builds passed at
https://launchpad.net/~mysql-ubuntu/+archive/ubuntu/mariadb-10.11/+builds?build_text=&build_state=all,
including riscv64.
