[debian-mysql] Review request: Salsa-CI update for MariaDB 10.5 in Debian (and useful also upstream)

Just remove 'lsb-base' from debian/control. You can look up any change
done in Debian with `git log -p` and `git blame` easily and do the
same upstream. This line was removed in
https://salsa.debian.org/mariadb-team/mariadb-server/-/commit/374f34cd1e973d52439aaa292123cc3c852dacb5.

You haven't removed it from 10.5 at least yet:
