[debian-mysql] Bug#1084293: mariadb and tzdata 2024b

The newer runs don't fail because this test is skipped.  The messages 
suggest that it fails if MET and CET are aliases of Europe/Brussels and 
hence both print as CET (as they are in tzdata 2024b-1 and -2, and in -3 
with tzdata-legacy) but is skipped if MET isn't installed at all (tzdata 
2024b-3 without tzdata-legacy).

Hence, this bug is no longer RC.  Actually fixing it would plausibly 
mean using TZ=Europe/Brussels and expecting it to print as CET.
