[debian-mysql] Bug#1101831: mariadb: autopkgtest regression in testing

Related: Bug#1084293

We need to figure out if something changed in tzdata(-legacy) transition
again. Seems MariaDB is working "correctly", environment just changed to
force new tz or something.
