[debian-mysql] MariaDB 11.8 NEWS and README

In https://salsa.debian.org/mariadb-team/mariadb-server/-/merge_requests/115
I am updating the NEWS and README for MariaDB 11.8, which I suspect
will be released by upstream very soon. Having these files updated for
a new major version is likely helpful for users.

Could you take a look and comment on them? Writing documentation is
easier with feedback, in particular from people who are new to
MariaDB.

PS. I also uploaded MariaDB 1:11.8.1-5 today (the .1 is a release
candidate, upcoming .2 will be the actual release). Tracker at
