[debian-mysql] Preparing Galera 26.4.24-1 upload to Debian - Request for review

This MR has been open for 6 weeks now without a review. It is very
easy to review, and I would appreciate the collaboration in the open
source spirit if there was another person who could review/approve
before I proceed with upload.
