This error "Illegal mix of collations (utf8mb4_general_ci,COERCIBLE)
and (utf8mb4_uca1400_ai_ci,COERCIBLE) for operation '='" seems unique
to your data/schema and unlikely caused by how MariaDB is packaged in
Debian. Have you dived deeper into what the table schema is and what
collations the columns use?

Have you found any upstream bug reports at jira.mariadb.org regarding
this error code 1267?
