[debian-mysql] Bug#1141976: mariadb-server: Upgrading to 10.11.18-0+deb12u1 enables systemd socket activation unconditionally

I have run into this issue as well. mariadb will not start after a 
server restart because port 3306 is already in use.

  This fixed it for me:

systemctl disable mariadb.socket
