[debian-mysql] Bug#1138685: Can't create test file '/var/lib/mysql/mariadb.lower-test'

Version: 11.8.6-6

Since the datadir was moved to /var/lib/mariadb (from /var/lib/mysql),
the case test `test_if_case_insensitive`, from
https://github.com/MariaDB/server/blob/main/sql/mysqld.cc#L9595-L9621
does not work anymore.

Upstream is not impacted by this since they did not move the datadir.

This bug is also present on Ubuntu 26.04.

Error is:
