[debian-mysql] Proposing the retirement of default-mysql-* metapackages for Forky

I currently maintain the mysql-8.0 package in unstable, and agree it should be replaced by 9.7
there. I am happy to handle the upgrade there alongside the transition to 9.7 in Ubuntu over the
next few months. The new source package would just need to make it through the new queue, knowing
that it will likely not be in forky due to security fixes from upstream only being provided through
full version updates.
