[debian-mysql] Bug#1148756: maraidb: FTBFS: cross-compiling fails to detect new PCRE2 10.48

When cross-compiling, MariaDB fails to detect the presence of the new
PCRE2 10.48 and falls back to trying to download it. Error snippet
below.

This is a regression because cross-compilation used to work just fine,
