[Pkg-nagios-devel] Bug#284902: Upgrade launces duplicate nagios

I just upgraded my nagios:

And now I've got two instances of nagios running.

Two things are going wrong here, the postinst doesn't correctly detect
nagios is already running, and fails to shut it down, and also, the
nagios start script doesn't check for existing nagios processes
(no/failing locking?).

I upgraded from 2:1.2-3.6 to 2:1.3-0+pre4.
