[Pkg-nagios-devel] Bug#342002: nagios: per service obsess over service cgi iface patch

hello,
i have noticed, that value of per service "obsess over service" setting
is saved in retention data, but there is no "button" to switch it on or
off. This patch adds this ability to cgi intereface.
Can you please review it and possibly include?
