hi roman,

something a user in another bug report pointed out, if you followed
the directions in README.pgsql exactly, nagios does not become the
owner of the pgsql databases, which apparently causes similar
problems.  please take a look at #296100 and let me know if
this fixes your problem.

otherwise, i'd appreciate if you could get me that strace.  if
i don't hear from you within the next week, i'm going to assume
that the solution marcus provided works somehow magically
solved your problem.  if you're too busy to get back to me before
then but the problem still persists, we can always re-open the
bug.
