[Pkg-nagios-devel] Bug#289109: nagios-pgsql: Nagios starts before PostgreSQL in boot sequence

During boot, Nagios starts before the pgsql database server. This
causes the check_nagios_db script to fail and print an error
message. Other things could presumably go wrong as well, since Nagios
depends on the database.
