The postinst calls update-nagios without masking the exit status; if
nagios is running, /etc/init.d/nagios reload fails, which in turn calls
update-nagios to fail, which then causes the postinst to fail. It seems
either update-nagios should ignore the exit status of
/etc/init.d/nagios, or the postinst should ignore the exit status of
update-nagios.

update-nagios is dead.  long live update-nagios.

for the record, the default config in nagios is now

cfg_dir=3D/etc/nagios-plugins/config

which will load all the nagios plugins from nagios-plugins.  some users
may have to massage this change in with their configs when they upgrade,
but overall we should be better off.

fwiw, i just tested that reinstall nagios-plugins on the new nagios
version (-4) works too.  it didn't restart nagios, but otherwise there
were no issues.
