check_ntp fails when the offset is 0. This might have worked fine "back
then", but nowadays with fast servers you can actually get an offset of
0 when doing ntp checks on localhost.

this bug was recently closed by the latest version uploaded to sid
(1.4.2-2, and soon 1.4.2-3).  see #276794 and #318664.
