executive summary: For the package in Debian, nothing happens. For
local builds, you can set a variable in debian/rules and have a
package nsca-client built which only contains the send-nsca binary.

ftpmaster has already indicated that uploading nsca-client to Debian
would be rejected (too less content for its own binary package), so
the default for building nsca-client is "no".
