it doesn't, does it?  

the nagios-nrpe-server package should definitely not depend on
it, as that would require having a nagios installation on every
host in your network that you wanted to monitor with nagios.

the nagios-nrpe-plugin package Recommends it, as in most instances you'd
find it along with teh nagios server which calls it to check remote hosts
running the server.  however, it's possible in some larger environments
you might find distributed monitoring servers which perform the nrpe
checks and then report the results as passive checks via nsca to
a central nagios host.
