It has been already done. I have committed a trivial fix, removing the
empty /usr/lib/cgi-bin/nagios. Or did I miss the trick from taking
over the nagios 1 URLs?

Anyway, the only thing that might still be problematic are the two
binaries /usr/sbin/nagios and /usr/sbin/nagiostats which currently
force us to conflict with nagios 1. otoh, the conffile and run-time
data issues have been resolved, so in the current state I don't see
much potential for breakage during upgrade. Thanks for considering my
points.
