As former adduser maintainer, I can at least confirm that adduser aims
to take complexity from maintainer scripts by trying to eliminate the
need for surrounding code. So, yes, a single adduser call should be
enough, and if adduser falls short of doing the necessary things
that's a bug in adduser.

But the chance of somebody having Debian-foo users in their ldap is
much lower.
