[Pkg-nagios-devel] Bug#414050: nagios2-common: /etc/init.d/nagios2 needs sleep call for restart target

nagios2 fails to start cleanly (some of the time) due to an apparent
race condition in the 'restart' target for /etc/init.d/nagios2.

most other daemons in /etc/init.d/ use a call to sleep
between the calls to 'stop' and 'start' within the
restart target.

to see the problem you can make multiple calls to
/etc/init.d/nagios2 restart in a row.
