I did the same thing some months ago. You can get my packages at
http://people.teamix.net/~svelt/debian/etch/nagios3/
I didn't upload them or put them into SVN because I got NO real feedback
if they work for other peoples. 

OK, let's look forward! I'm willing to test your packages and/or maybe
merge some things of my packages. We should try to get Nagios 3 into
unstable and to remove Nagios 1 from Debian. IIRC we have to remove
Nagios 1 to get Nagios 3 into Debian because some people ( ;) ) don't
want 3 different upstream versions in Debian.
