Nagios3 does not contain check_dhp. Reassigning to nagios-plugins-basic.

dpkg -S /usr/lib/nagios/plugins/check_dhcp 
nagios-plugins-basic: /usr/lib/nagios/plugins/check_dhcp

But anyhow this is not a bug, but a documented security decision. Please see
/usr/share/doc/nagios-plugins/README.Debian.
